OFFICIAL PLAYER PROTECTION CHARTER
Responsible Gaming & Player Protection
འགན་འཁྲི་ཅན་གྱི་རྒྱན་ཤོག་ལམ་ལུགས། • རྒྱལ་གཞུང་འབྲུག་གི་རྒྱན་ཤོག་ལས་ཁུངས།
The Directorate of Lotteries, Royal Government of Bhutan operates DrukYul Lucky Lottery under strict public mandate as a recreational state initiative. We are firmly committed to preventing underage participation, protecting vulnerable players, and maintaining ethical gaming standards.
🔞 1. Strict Underage Prohibition (18+ Mandatory)
In strict accordance with the Penal Code of Bhutan, the regulations of the Ministry of Finance, and the statutory directives of the Directorate of Lotteries:
⚠️ Strictly Prohibited for Persons Under 18 Years
It is an offence under Bhutanese law for anyone under the age of eighteen (18) to purchase lottery tickets, participate in draws, or claim lottery prizes. All authorized lottery retailers and selling agents in Phuentsholing, Thimphu, and across Bhutan are legally required to verify government identification (Citizenship Identity Card / CID or Passport) before ticket sales or prize validations.
Any winning ticket presented by or on behalf of a minor under 18 years of age shall be deemed null and void, and all prize amounts will be forfeited to the Royal Government Consolidated Fund.
☸ 2. Core Principles for Responsible Participation
DrukYul Lucky Lottery is intended solely as an occasional form of community entertainment. Players should treat ticket purchases as an expenditure for leisure, never as an investment, livelihood, or solution to debt.
💰
Set a Strict Budget
Decide in advance how much money you can comfortably afford to spend without compromising living expenses, household budgets, or personal savings.
⏳
Treat as Entertainment
Lottery draws are games of pure mathematical chance. Do not expect or rely on winning to solve financial difficulties or meet debt obligations.
🚫
Never Chase Losses
If your ticket does not win, never attempt to recoup money by purchasing additional tickets beyond your planned recreation limit.
🤝
Keep Balance in Life
Ensure lottery participation does not distract from family responsibilities, professional work, educational pursuits, or personal wellbeing.
📋 3. Player Self-Assessment Checklist
Reflecting on your gaming habits helps identify early indicators of problematic behavior. Ask yourself the following questions:
-
1.
Do you ever spend money on lottery tickets that was originally allocated for food, bills, rent, or school fees?
-
2.
Do you feel an urgent compulsion to buy more tickets immediately after not winning a draw?
-
3.
Have you ever borrowed money, taken loans, or sold personal belongings to purchase lottery tickets?
-
4.
Have friends, family members, or colleagues expressed concern regarding your lottery spending habits?
-
5.
Do you hide or misstate the amount of money or time you spend on lottery tickets to loved ones?
-
6.
Do you experience anxiety, distress, or sleep disturbance relating to draw outcomes or ticket purchases?
If you answered "YES" to two or more of these questions, we strongly encourage you to pause ticket purchases, initiate voluntary self-exclusion, and consult the confidential support resources listed below.
🔒 4. Voluntary Self-Exclusion & Safeguards
The Directorate of Lotteries provides a formalized Voluntary Self-Exclusion Program for individuals wishing to take a break or permanently cease lottery engagement.
• Formal Exclusion Registration: You may submit a written or electronic self-exclusion request to the Head Office in Phuentsholing. Exclusion periods can be established for 6 months, 1 year, 3 years, or indefinitely.
